Cast on in red, then work 3 rows in red, beginning with a WS row. 

Work [4 white rows, 4 blue rows, 4 white rows, 6 red rows]2xs,

then work 4 white rows, 4 blue rows, and 4 white rows again. Finish with 4 rows of red.

Bind off in red.
